I think it's by clicking where your initials are written if you are in the community megafans where I'm replying this msg from after it's on another page you click edit and it takes you to your profile/photo page, click on the black dot and you can change your profile photo this is not a guarantee but you should try 😎

You can change your profile picture not from their Account page but rather from the User Settings Page! At the top of that page, you will see your current Profile Picture and buttons next to it where you can change it!
